ANOKA, Minn. - A corrections officer at the Anoka County workhouse is charged with criminal sexual conduct after a female inmate told authorities that he groped her.
A criminal complaint issued in Anoka County Court says sheriff's investigators received reports from staff members at the jail in early February expressing concern about the conduct of 57-year-old Jeffrey Allan Backowski.
At least two employees told investigators they believed Backowski was engaging in inappropriate activities with inmates.
Responding to those complaints, detectives talked to a number of inmates; among them was a woman identified in the complaint as KYN.
The inmate told investigators that on two occasions she was in the women's locker room when Backowski stopped her, touched her breasts over her clothing, and then put his hands down the back of her pants to touch her buttocks.
Investigators then reviewed surveillance camera footage and found that on three consecutive days, February 7, 8 and 9, Backowski was seen directing KYN to a spot in the locker room not covered by the cameras. Jail employees say everyone on staff knows about the area commonly called "the blind spot".
The criminal complaint says when interviewed by investigators Backowski admitted to giving special privileges to KYN and being in the locker room with her, but he denied touching the inmate inappropriately.
If found guilty Jeffrey Backowski faces a possible 10-year prison sentence.
