MINNEAPOLIS - City licensing officials say the building where two people were fatally shot Friday morning has been operating illegally as an after-hours club for some time.

Two men were killed and a third injured at 3859 Freemont Avenue North shortly after 3 a.m. City of Minneapolis spokesman Matt Laible tells KARE 11 that the building has been operating as a club in a neighborhood that is not zoned to have clubs.

Zoning inspectors were at the building in November and issued a violation order for illegal use. Since then the city has issued three citations, including one for illegally selling alcohol, totaling $1,100 that remains unpaid.

City officials are considering their options, including having the property declared a public nuisance, which would prohibit further use.

Homicide investigators continue work to find the shooter in Friday's double homicide. At this point they have not announced any arrests.
